That behaviour is intentional to give greater space in the report to the content instead of having the blocks on the side. When editing is off the blocks are arranged in rows of four and expanded to fit according to the number that there actually is on the line. When editing is on, the width of the block is that for when four blocks are displayed such that drag and drop moving will work.
