Outcomes not Affected by Marking Workflow in Gradebook

We're on 2.8 and use both Rubrics and Outcomes to mark our assignments, as detailed (at length) here

We also now use Marking Workflow to manage the Internal Verification (IV) process. With Workflow status set to 'In Marking', when learners view their Assignment page Moodle's behaviour is correct: they cannot see their marks, Rubric, Outcomes or feedback.

However, if they look at their Gradebook, the Outcome marks (although nothing else) are displayed.

It appears as if Outcomes fall outside the control of the Marking Workflow in Gradebook which is causing problems with our IV process because learners are not supposed to see their marks until IV has taken place.

Our workaround has been to hide the offending Category in Gradebook until the Marking Workflow Status for the Assignment is set to 'Marks Released' but surely we shouldn't have to resort to something so inelegant?!

Really just gauging whether others have found this, and trying to drum up some votes for https://tracker.moodle.org/browse/MDL-49277 which details this bug! 

(It's just been confirmed as a Major Bug, but the more votes it gets, the more likely it is to be fixed sooner, and I think is a real issue for anyone who combines Outcomes with Workflow, each on their own fantastically useful features but so far not complementary when used together).

Something else that appears to be happening to outcomes in the gradebook is that if you have some offline grade items in gradebook (or manual grade items) which are your final grades and these have scales, then if you go to single view to finalise this for the learner, then all the outcomes come up as "no grade" instead of showing the outcomes marked in the activity they come from. Thus trying to make a judgement based on all items in the gradebook plus the outcomes is not possible. Yet in all the other, not very friendly views such as user view, grader report etc you can see the outcomes and edit (grader report). Not quite an assignment workflow issue but is a knock on from using assignments and outcomes. It should sow them and lock them until you click override. On top of that if you add and then click update, it saves them but still shows "no grade"
