I'm hoping that someone explain the purpose of the moodle/cohort:view capability in Moodle 2.8. It's defined as "View site-wide cohorts." What is a site-wide cohort? Is this the same as a system cohort? From what I can tell, changing the permission here doesn't do anything.
Here's the scenario: I do not want Teachers (assigned at the course level) to be able to manually enroll system or category cohorts (i.e., there should be no "Browse cohorts" button in the Enroll users widget). I know this can be accomplished by hiding the cohorts, but I don't want to hide them since I want Managers, assigned at the course level, to be able to manually enroll cohorts. So the cohorts should be visible, but not available to Teachers for manual enrollment, but be available to Managers. It seemed to me that setting the moodle/cohort:view permission to NOT SET (or Prohibit or Prevent) in the Teacher role might be the change I need to make to do what I want. But this doesn't appear to change anything. As long as the cohorts are visible, Teachers can see them in their courses and use them for manual enrollment, no matter how moodle/cohort:view is set.
Maybe the moodle/cohort:view capability may only come into play within the category context?
It's entirely possible I'm missing something fundamental here. Any help in explaining what's going on here would be great.
