Hi Ron, 

To be honest, no sane developer with an understanding of the security implications of doing this should be giving you advice on how to bypass the security checks and allow users to upload PHP content directly to the server. I would also not be keen on having a public forum post explaining how un-experienced developers can do this.

If you want PHP code to execute on the server you should upload that content directly to your server (not via Moodle) - If you're determined to do this as part of a SCORM package it's possible you may be able to use the "External package type" option mentioned here:

If that doesn't help - you're on your own sorry.
