I have released an 'alpha' version of the Shoelace theme for Moodle version 2015042400.00 release 2.9beta+ (Build: 20150424). You can get the code for your test server here: https://moodle.org/plugins/pluginversion.php?id=8428.
I have tidied up the look and added some new basic settings so that you can customise it for your installation. I do not ever intend for Shoelace to be complex, rather as a good basic contributed theme that can be built upon.
All of the jQuery has been ported to 'AMD' and reduced to the sub-set of Bootstrap actually required.
