Is there an online checking tool for students to see they have the required system/technical requirements to use Moodle?

Not that I have seen. Basic Moodle doesn't have many requirements (IE 9 or later or any other browser) - it would more depend on what plugins you have installed.

An indirect method would be to check whether you can take part in the Moodle demo site at http://school.demo.moodle.net/.

Usman, what requirements you are expected from students? hardware based or software?
in one line, only tool required to use Moodle is browser, but then comes the additional plug-ins that are required to run files within Moodle, like flash, silverlight, java etc. for software based requirements you can use the plug-in called compatibility checker

for hardware based, simply make a page on your website asking for special hardware requirements (like this much of cpu and ram required)
