You need two things:
1. Moodle migration
This is simple: https://docs.moodle.org/19/en/Moodle_migration
2. Moodle site upgrade 1.9 > 2.4
This is different. The jump from 1.9 to 2.x was rough. Some were lucky, others not.

- https://docs.moodle.org/24/en/Upgrading
The assumption is that, 1.9 > 2.4 must go through 2.2. You need to try these first leaving the original server untouched.

The recommended upgrade path is from
1.9.x to 1.9.19 then to 2.2.11 then you can go to any version between 2.3 and 2.8
