Harmony, what message were you getting when clicked on user profile?

profile is visible only, when member has entered something in the profile, else just a blank picture and their username, you can read more about profiles here

Other than that, check if user type is checked, in profile visible roles, for that

go to Administration > Security > Site Policies

and you'll find Profile Visible Roles, make sure the user type you are trying to view the profile is checked in that list
