I would be extremely hard. You are taking a totally different kind of activity that does not have a grade even. There are a few tables that would come into play and I don't think it would be worth the risk.
Instead why make the new assignment just apply to a group of students that have not taken the feedback (you will need to create the groups). Hopefully that will take care of your completion settings.
