My Unix engineer created a new VM and loaded an empty 2.8.5 moodle instance. I was able to log in and poke around and everything looked good.

It is was supposed to be an upgrade 2.4 -> 2.8, the Unix engineer took a wrong track! Ask him to read https://docs.moodle.org/en/Upgrading. (Specifically you don't _install_ 2.8 first.)

You might need to copy your password salt from the old config.php into the new one. While it may not be needed after everyone logs in once, if you had a password salt before, Moodle will need it to log people in until the password fields are updated not to require it.
