Has anybody figured out a way to make this configurable reports plugin work without enabling legacy logging? The functionality we are interested in does not logically require legacy logging, and we have decided not to enable legacy logging for unrelated reasons. We really would like to use this very useful plugin.

Thanks Mark. At the top of "Manage reports", we get
"Legacy logs must be enabled. Go to Site administration / Plugins / Logging Enable the Legacy log and inside the log settings check Log legacy data"
Perhaps this is an ignorable message. Do you get it at the top of "Manage reports" and ignore it?
