I had the same problem and I figured it out.
When you rezip the files do NOT select the FOLDER of the files and zip that. This will cause the folder to be nested in the zip file.
Instead select the FILES and then zip them.
Re: The selected file is not a valid Moodle backup file and can't be restored.
