I wanna know if we can include php scripts in an HTML Block because I have tested a script which can display weather forecast via an XML service .

No, you cannot. However, you can create your own block if you wish and put any code you want in there. It's really not difficult (it's actually almost trivial after you have done it once!) and you can read this guide Development:Blocks to get you started.
If the code is simple and short, it is also possible to post the code here and ask if someone can package it into a block for you.
