can you specify which versions (OS, PHP and Moodle), both in your backup and restore sites are you using?
You can try to switch from Moodle's internal zip libraries to their executable counterparts by setting the "zip" and "unzip" variables under the "Admin/Variables" page to the full path to such executables in your servers.
