I posted this on the Japanese course and Mitsuhiro Yoshida kindly suggested changing some php code so as to change characters from UTF-8 to ISO-2022-JP on /moodle/lib/moodlelib.php. As I had no idea how to do this, he kindly attached a zipped version of of moodlelib.php with these changes in and it works like a dream. I have attached this file. Thanks once again to Mits.
