Thank you for your response. I've tried to add

define('MAGPIE_OUTPUT_ENCODING', 'ISO-8859-1'); // see bug 3107

into my config.php. Error messages are not shown, but the block is not still displayed sad I will try to explore a bit - hoping find something.
