Questionnaire (plugin)

A 'public' questionnaire is used to gather survey data from many courses into one location.

A 'private' questionnaire gathers each course's data into that course.

When you create a 'public' questionnaire, you are making that questionnaire available to any course. When a course uses that questionnaire, the responses go back to the course that created the public questionnaire.

If you copy a template or private questionnaire when creating a new one, you have created a brand new questionnaire with the same content as the one you copied. When you use a public questionnaire, no new questionnaire is created, but rather the new one points to the public one.
