Strange Time stamp behavior - a bug?

I just posted a forum message to our moodle server, and I noticed that the time stamp on the yellow bar of the message I received by e-mail from moodle was the UTC time at which the message was posted, and not the local time. The time stamp listed on the message inside the moodle forum was the correct system time.

Our server's hardware time is set to UTC, but the system time is set to PDT (Pacific Daylight Time), which is our local time.

Our moodle server uses a local smtp host to mail e-mail messages.

In my profile I have the Time zone setting set to Server's local time - that means server's system time, right?

The strange thing is that this is only happening to the postings to forums in one particular course.

Why the weird time stamp on the e-mail message, and why the difference in the two time stamps?
