I've narrowed it down to something in the files folder. I was able to successfully restore by removing the entire files folder. All of the files in the files folder were PDF's originally. All original file names listed in files.xml seem OK (the names contain letters, numbers, and underscores).
I'm going to try to add one sub folder in the files folder at a time to see if it is one file that causes the error.
