I set up a timed quiz in 1.5.2, but it the timing did not work out correctly. Here are the parameters I set up:
Quiz open: 8:40 am
closed: 9:10 am
timed: 45 minutes
1 attempt
adaptive on
I tested this in my office using OS X and OmniWeb--no problems. The students use Windows and IE. As soon as we all started the quiz, we had 20 minutes only! I had to reset the quiz to no time limit, and I had to make sure that all the students submitted at least one answer to turn off the timer.
This is not how quizzes worked in 1.4.x. Did I miss something?

This happened because your quiz closed at 9:10am. No further attempts are allowed after the closing time (in Moodle 1.6dev this has already been renamed to "due date" to make the meaning of the closing time a bit clearer and to also harmonize the language between the different assessment modules).
