Thanks for raising this issue, I don't remember much about the original except that i think the reasoning was something like "calculations are complicated" so we should not show them by default.
I 100% agree that this is a problem for upgraded sites and we should add a new upgrade step to enable this setting if there are any calculations in any of the gradebooks on the site.
