We did a lot of things but we're not at the end yet:
The 'bulk actions' button's here:
on clicking it, it shows (as of the time being)
this should be improved to (leaving unused clutter away):
Select all / Deselect all do work and the Delete and Cancel buttons also do.
Upon Delete it triggers a confirmation dialogue, as did Moodle 2.7.
Now it is about fixing the rest (namely the deletion).
Are you intersted in seeing the thing in action or do you prefer to see it when it's ready as a pull request?
I could send the uncompleted code to you if you'd wish to already look into it.

The best way to share the code would be to put it on github. It does not hurt to share incomplete code, providing you make it clear what the state is.
I'll take some time to share set up the git branch and share the contribution in the tracker tomorrow
