In order to change the default in the Assignment module, you would have to be an administrator on your Moodle site. If you are not an Admin, then you will have to talk to your Moodle Admin and see if he or she wants to change it. In 2.8 it is in the Site Admin Settings>Plugins>Activity modules> Assignment> Assignment settings, under the Default setting for "Notify Students".
