Let me explain: When we put a document in a course there is a link attached to that document. I would like to see if all my student "clicked" on the link. If some didn't, I would send them an email reminding them to do so.

There are a couple of ways you can see who has and has not downloaded the document.
One is to turn on course activity completion and then use a resource of file or URL for your document. When you set up the resource, turn on activity completion and set it for, Student must view this activity to complete it. Teachers can then check by going to view the Course administration > Reports > Activity completion to get an overview of who has and has not gotten the document.
The second is just an extension of using activity completion as it depends on it being turned on. Install the Progress Bar add-on. It can be set to monitor the activity completion status of just about anything in your course including resources such as files and URL's. When a button on the progress bar turns green, it indicates all participants have completed the activity that button represents. Blue means that one or more has not completed. There is an Overview of Students button that will indicate specifically, who has and has not completed everything.
