I created a standard forum and have a test student who I created as a user and self-enrolled in the course. I'm confused as to why this user cannot start a discussion when the permission is set to Yes.

Has subscription been set at Forced? What kind of forum is it? If a Default then it should just be working. I have tried all sorts of settings, and the only one that I couldn't get to the forum was disabling the subscription. I can't replicate the error I am afraid.
The reason is because your forum is set to separate groups and your test user is probably not in a group or else trying to post to all participants. Please see Forum FAQ Why are students unable to post in a forum?
Thanks Mary, I couldn't figure out why I wasn't able to replicate the error, so now I know. Don't use groups in my test Moodle, have to create some extra users and build a couple...
