The provided URL is correct. What you see there is Moodle 1.1 with a modified header and maybe some eye-hurting colours. Maybe the site was not working temporarily or who knows.
You can click on the "Novedades" forum at the upper left block "Menu Principal" for an example of the discussions created going directly into the "Older discussions" page.
