Seems to me, sort of, that locking all submissions is already built in...it is the cutoff date. When it is set to the same day/time as the due date, or any other date, it removes the Add Submission button for everyone at that day and time.

Before I retired and that happened, I required my students to request I grant them an extension, via Dialogue, and include the reason for the late submission. Since I took 10% off the grade for being unexcused late, it seldom happened to the same student more than once.

Granting extensions can be done one by one on their Edit drop down of the Grading page, or by selecting checkboxes and then near the bottom of the page, With selected...Grant extension > Go. The late students will get their Add submission button back, but no one else.
