Am I getting this wrong or is getting a contract with a Moodle Partner good for when you need a Moodle superman come help you fix complex technical things quickly? I am a novice Moodle administrator and would like to know if this is worth getting so that someone can help me and my users when I am not available or if I get stuck with some high tech problem.
Any suggestions of good, reputable companies here in the US?

Realise that all Moodle Partners are individual commercial companies. You need to work out for yourself what your requirements are and who can best meet your needs.
Having said that, the vast majority of MPs will be able to sort you out with some sort of support contract that should provide this "International Rescue" service if that's what you want
I have dealt with about 4 official moodle partners. With my experience I would say that you will not be happy with any official moodle partner company. They hard sell their abilities. The first thing they would like to know from you is how deep is your pocket before trying to know you problem.
Be happy to be a loner or in company of other loners.
I too have dealt with 4 Moodle Partner companies here in the UK as part of getting a quote for support. They appeared knowledgable and professional. They were not cheap, but I have noticed that quality costs. Their service comes with the knowledge that a percentage of whatever you pay goes back to Moodle HQ to help fund Moodles continued development.
