You did not upgrade your Moodle correctly. In particular, Moodle 1.5 /index.php does not mention function blocks_used(); Moodle 1.4 does. So you still have an old copy of that.
I suggest installing 1.5 in a new directory to make sure that you don't mix the two versions up.
