insert_image_std.php vs. insert_image.php

In Moodle 1.5.2, I'm trying to insert an image into an arbitrary HTML block using the "Insert Image" icon in the editor. Only the insert_image_std.php popup is offered, which doesn't allow for file browsing and upload of images not already on the site. It makes no difference whether I am logged in as admin, teacher or student.

Does anyone know whether this is deliberate (if so, why?) or an oversight? The insert_image.php popup is much more useful for me...
