We're having an issue with Moodle 2.7.3 where when a person is manually enrolled, the enrollment starts by default at midnight the next day. Our server time is set to local time, our forcetimezone is our local timezone, and for timezone I've tried both server time and our local UTC value.
When I go to manually enroll somebody, the date option says "Starting from <dropdown>Today ([tomorrow's date])</dropdown>". The issue appears to be something like this issue (https://tracker.moodle.org/browse/MDL-37851), but I don't understand why Moodle still thinks today's date is tomorrow, when every setting I can find is telling it that today's date is today.
Setting the default start date to "course start date" would solve the problem, but there does not appear to be a way to do that.
