I can imagine cases where email addresses serve as a kind of proxy for some other natural grouping among the students. At My Hypothetical University we might have students from other institutions participating in our courses. If you needed a forum only for the 'local' students then you could restrict access based on email addesses containing "@myhoptheticaluniversity.edu".
The issue you describe with the subscription list has been filed in the bug tracker at:

I just voted it up because I agree with you that it is strange. The discussion in the tracker explains -- and I have confirmed -- that the emails will actually go only to those who should get them.
I've done a bit more testing on this issue. I find that the bug still manifests itself in 2.7, but that it is fixed in 2.8 and 2.9dev. I took my vote off it and won't be surprised if it gets closed without a fix for 2.7.
