The problem is visible well on the standard theme on our developer computers.
If this is bug, Mary, it is 100% css one. It seems that somehow forms styles took priority on the styles, defining block borders. You could look at styles.css in block_supervised (link in my first post), to see how we fixed it locally, rewriting styles for the form elements. But that more a workaround, than good solution.
