I recommend that you turn on Conditional Activities

This way you can create some pages of information that have to be read (or at least clicked on) before a student can take a quiz. Then you could set another activity (like a forum) that students can't access until they get a certain grade on the quiz. This creates a path the learner has to take through any Moodle activities/resources.
