There are 3 view options for viewing files in File Picker: View as icons, View as table, View as a list (https://docs.moodle.org/27/en/File_picker).
Is there a way to change default display settings in File Picker? ..On site level and/or user level.

No, there is no such option. Neither site level, nor user level. Currently, the default view mode ("icons") seems to be hardcoded. There is a TODO note left in the code that there should be a better way to handle this.
There is a relevant issue in the tracker MDL-33541 but as far as I could (not) find, the follow-up issue was never created. You may want to report this as a feature request in our tracker.
