Do you mean you want teachers to do an assignment and not students? I would make a course and enrol your teachers into the course as students and add the assignment there.
Ah i see Then please see the documentation Using assignment and the section 2.6 You want to grade work students have done offline. When setting up a regular assignment you simply untick/uncheck all submission options such as online text or file upload so the student doesn't submit anything but the teacher can grade and give feedback.
looking at it a different way, a way that considers pedagogical implications let us role play .

We all utilise observation to contribute to an holistic view of the developing learner.
Like Iris, we want to record our observations (this is theoretically based on social learning theory)...so we are not interacting in a way that requires any sort of submission of an artifact from the learner- in moodle- the exception being perhaps the online teacher.
Having read the using assignment page......submission appears to us as a very popular word......across the documentation. We don't want that. In fact we don't want the assignment here....we only need a section/space in the gradebook to input, for example, codes for behaviour...I, the midwife might want to use moodle to train my students in good record keeping and get them to log the outcomes from their centile charts.....I the early years teacher might want to log my pen-portrait (child dev) scores.....I the secondary music teacher might wish to log performance grades and prepare feedback...
sounds to me like a gradebook related item that could enhance practice.

I set it as an hidden assignment
is it a good idea?
it is an opinion and not supposed to be part of the average of the course
I honestly think Mary is the best person to answer this question......I am not sure. I need to think a bit more about it
