Sorry for a quick question. Can one use ad-hoc database query plugin that Tim created to do INSERT and UPDATE? If so, can one setup this plugin in a way that it's read-only? Thanks!

To allow that would be extremely dangerous.
If you want write access to your database, use a database admin tool, like https://moodle.org/plugins/view.php?plugin=local_adminer
