How can I add a teacher who can control a single topic in a course?
I need a teacher who control only one topic in a specific course.

That isn't possible with the way that Moodle permissions work.
The closest you can get is to create a folder and give them control of the files in that folder (but you cannot have activities in the folder). The alternative is to give a teacher access to the whole course and trust them not to edit the wrong section.
How the other teacher can see the folder without be enrolled?
