On moodle.org, we'd also like people to be able to access content (mostly forum discussions) without being required to log in. Sometimes though, they are redirected to the login page, but not always. The problem is reported as MDLSITE-3382; there is also MDL-46720. If you can provide any further information which you think may help with investigating the problem, that would be great.
