page layout settings for admin type page

Hi good evening,

I am getting the disappear blocks problem with admin type pages, I set the news_items block to entire site, but it was missing in the page which are having the code like this "$PAGE->set_pagelayout('admin');".

Please Explain to me, how to get the admin pages layout blocks setting and where can I edit to get the correct view.

in lib -> blocklib.php, restricting the blocks manually. i removed that code, getting all blocks (this is my internal problem)
