Teacher accounts on my moodle 2.7.1 are unable to add, configure or delete any blocks in their courses.

Clicking either one of those links e.g. "Configure this block" or "Delete this block" returns to the main course page with editing switched off again. The delete URL shows:

/view.php?id=82&sesskey=(session key)&bui_deleteid=(whatever block ID)

but has no effect.

I can't find any errors in the logs, and have tried resetting teacher user's permissions which did not work. Also tried adding a new teacher, it wouldn't work with them either.

Admin user IS able to modify blocks in any course.

Followup: 

This only seems to happen when using Sky High theme (2.7 version is installed). When I switched to More, Teacher users were able to work with blocks again. Any ideas?
