Courses and course formats

I was just chatting with a faculty member about her course.  She wondered why doesn't the top topic have an up arrow to move it to the bottom?  Instead of thinking of the topic list as having a set start and stop, why not think of it as a continous scroll that is moving along.

I'll look into the code and see if there's a hack, but my php isn't so good yet.  Has there been any interest in this sort of thing?
