1. Please check the following options in your forum settings : http://docs.moodle.org/27/en/Forum_settings#Subscription_and_tracking
Subscription mode to either Auto or forced.
Keep the tracking Forced. or you can also enable it in your profile setting page.
If above tricks would work, then check that whether forum emails are not working or any other emails are also not working.
2. Logout from your moodle site and try to click forget password link and check whether you get mail for resetting the password.

The individual messaging setting might be changed by users.
Please try to login as those users one by one, then
Home / ► My profile settings / ► MessagingMake sure tickboxes are ticked as what you want.
Or ask the users to check it.
Normally, you don't have to this task.
But sometime, teachers complain that they didn't get the same email notification when they post to forum. Then, you have to ask the teachers to tick 'Email checkbox' for:
When I'm logged in
Moodle default setting is unticked.
