Neither Google Docs nor MS Office 365 support OpenOffice's/LibreOffice's ODF format. As many governments, especially in the EU and Latin America, are switching to FOSS, wouldn't it be a good idea to include support for ODF document authoring, editing, and commenting in Moodle?

Could this effectively reduce the troublesome-and-problematic-to-support need for integration with Google Docs and MS Office 365? Could this also solve many of the issues with commenting on PDFs, i.e. convert them to ODF (OpenOffice/LibreOffice already do this) and have them readily editable online?
How could we incorporate this into Moodle? As an activity module?
