Error communicating with server

We've just installed Moodle 2.7 on a Windows Server 2008 R2 machine running IIS and PHP 5.4.xxx The installation seems to have worked and I've just uploaded a logo so far.

We've received some files from our government for training purposes and they have a file for Moodle in ZIP file.  I've also tried a MBZ file downloaded from Moodle as a free course.  Each time I go into the Admin and attempt to restore a course, it uploads the file by dragging/dropping it on the proper area but then at the end, it comes up with "Error communicating with server".

It doesn't look like the file was ever saved and I'm not sure what I'm doing wrong.

Does anyone have any options of what I could be doing or what this error could mean?  I can surf the site so I know the site is up.

Thanks,

Shawn

I found the problem after searching a number of things.  It was in the web.config file for the maximum file size upload that caused the issue.
