Have you looked at http://docs.moodle.org/27/en/Adding_a_new_course#Using_an_existing_course_as_a_template? This is a new feature from Moodle version 2.6 which sounds like what you're after

The other option if you're not using 2.6 is to create a template course with the topic forum activities then restore a copy of that for each of the new courses you need.
