First of all: you won't be able to use social activities in a course like that. What exactly do you want to achieve? There may be some other way to do it.

Second, how did you manage to add the social activities block to a course with the topic format???  Moodle is supposed to not let you do this for several releases now. What version of Moodle are you using?
