Aside: two levels of navigation
I think there is something fundamental about "Two levels" inside a navigation architecture. This is a comment from the docs on the Book module:
I think Sections > Tabs has proved quite versatile for some of my recent work.
It is not quite there yet for regular teachers for rapid deployment of content - or those who are a little impatient. Too much scrolling and finding the right place to add content.
One thing I now do is insert dashes to get this effect to provide a little visual structure:

It is really really good to deploy a lot of videos: one per tab, with for instance a short activity underneath. It provides really good structure for something like an assignment with multi parts. Not quite like the book that means you loose all course navigation.
I presume somewhere there is a format that has sections within sections.
Two options are available to make this two level navigation really hum:
