I have three questions (2 about your post, and 1 that is sort of related):
1) I thought the archive and the export in BB were the same thing. It says "export" in the system admin utilities and "archive" in the instructor utilities, but as far as I can tell, the resulting zip file is the same.
2) Do you think this course you are having difficulties with was originally part of a "course cartridge"? I worked with one of those once, (hazy bad memories), and some of that information is protected. It might explain the "intentional" part. The content is owned by the publishing company.
3) When you do a restore from BB, do you get errors in the "latest news"? Moodle seems to try to put the announcements there, but when you click on one of them to read it, you get a "Course Module ID was incorrect" error.
