Yes, that could work, but this site is running 1.4 (heavily customised) and it seems HTML is only available in 1.5?
You will have to get your hands dirty with code then. Start with a simple enough block like Participants by making a complete copy of it, in another directory, with another name.
Change the class name in your new file to match your directory name, and replace the links/icons with those you want to see. This should allow the new block to be added to courses.
